Barangay Mat-y is one of the eight poblacion barangays of the Municipality of Miagao in the Province of Iloilo. It is located in the western part of the poblacion with a total population of 2,138 as of the latest count of which 1,160 are females and 978 are males. Of the total population, 99.988% are Roman Catholics, 0.009% is Protestants and only 0.003% is Iglesia ni Cristo. The Barangay is under the parish of St. Thomas of Villanova of which the town fiesta celebration falls every 22nd of September. The total land area of the barangay is 131.45 hectares as per records after UPV has taken almost 51 hectares for their use.

The Internal Revenue Allocation (IRA) of the barangay for Budget Year 2013 is Php 1,305,354.00. Including the income from other sources, our budget for the year 2013 is P1,372,354.00.

The barangay is the seat of the University of the Philippines in the Visayas (UPV), two (2) kinder schools, and the Barangay Day Care Center. A private school, the Kaunlaran Learning Center, Inc. (KLCFI), is also located in the barangay. The school offers both the elementary and secondary education.

Barangay Mat-y got its name from a creek where the early settlers resided. Other than this version there is no definite story on how Mat-y got its name.

Before the construction of the UPV campus, the Barangay has wide irrigated area planted with rice. Rolling hills behind the UPV site teem yearly with sugarcane and corn. Traditional sugar mill owned by Tomas Nacionales located nearly a kilometer away from the Barangay proper served the town with brown sugar (muscovado) every milling season.
